HUNZA, Karimabad, December: Interim Governor and Speaker Gilgit-Baltistan Legislative Assembly (GBLA) Wazir Baig has said that nation has greater expectations with youth of Gilgit-Baltistan in general and the new district Hunza-Nagar. Talking with the students at the science exhibition Mr. Baig kept emphasis on young souls to devote for studies and co-curricular activities.
He applauded students' work on display in the F.G. Girls Inter College premises during his visit to commemorate Iqbal day. Students displayed their model projects of physics, chemistry,and ecology. Talking to teachers and participating students, he said that the nations which excelled in science and technology were world leaders and rest of the world looks towards their development and prosperity. " Our accomplishments in the field of science and technology was the only way for a sustainable society,' he added.

Answering to a question of GB Echo that in Banazir Income Support Programme (BISP) the benifit of initiative was passed on non-deserving people instead of those who deserved most and with such a recent experience how both political and civil administration would ensure to give benifit to those who lost their properties in floods or deserve most , finance minister said that he was informed of some flaws in BISP saying necessary arrangements were made to ensure to give benefit from the programme through a comprehensive survey being done through Aga Khan Rural Support Programme (AKRSP). Replying to another question, what was gaurantee that the new survey would indicate the real picture as in past few NGOs manuplated data to bestow certain sellective people in respective areas, he said that due to lack of any other transparent public organization and constant demand of public to undertake an impartial survey cum sensus drive to determine actual need of the assistance to poor families. Relief from Punjab govt distributed among non-deserving people

HUNZA, Aliabad November: The relief package that was reached in a vehicle carrying mixed food items for the flood affectees during summer torrential rains under the directives of Chief minister Punjab Mian Shehbaz Sharif was distributed among non deserving poeple in Aliabad. According to the some of residents of Aliabad, the relief sent by Punjab government could not be reached to affected families who lost their properties during rains in Central and Lower Hunza-Nagar district.An affected person from Shishkat whose every thing submerged in the Attaabad lake on condition of anonymity said he and other affected families got nothing from the same relief. Affected families of the district has demanded of the party authorities to ensure efficient and honest procedure in distribution.

Hunza-Nagar, November: A vehicle carrying mixed food items for the flood affectees during summer torrential rains reached Aliabad, Hunza on Saturday.According to the details, as per directives of Chief Minister secretariat, three trucks: GLT-2354, GLT-5248, PKJ-662 carrying mixed food items including floor baigs, cooking oil and pulses were sent under a revenue official to the affectees of Ghizar, Gilgit and Hunza-Nagar district reached Gilgit, a day earlier.

Party leadership of Pakistan Muslim League (N) received one of them at Hunza Aliabad. Kalb Ali, president PML(N) while talking to media persons here at Aliabad said that the proportional quantity would be dispatched to the respective areas where floods inflicted devastation during recent rains. He said that the package in hand will first distributed among deserving families of central Hunza-Nagar district. " The party will ensure availability to every affectees irrespective of affiliation of party," he added.

GILGIT, November: Exclusion of GB for newly created council Secretariat positions was against our expectations and any such move would lead our resistance. These view were expressed by Amjad Hussain,chairman standing committee while talking to GB Echo via telephone on Saturday afternoon. He said that refusal to applicants and preference to those from other provinces like Khyber Pakhtoon Khawa, Punjab and Sindh would be a tangible proof to deprive people of GB from equal opportunity option. He said that it was right of the suitable candidates from the region to have a chance to serve for their own region. " Instead of procurement from other privinces, locals should be given priority for indigenous people have natural belongingness with the region while outsiders have only concern with their salaries alone," he added.
Tyranically, GB is being ignored in the recruitment processes and applications have been sought saying preference would be given to those belong to other provinces. This is an open example how the inhibitants were denied of their right to have job opportunities in thier own region. Candidates with potential of the region feel them between two fires: one either they have least career opportunities as such case vindicate and secondly, lack of transparency and irregularities make recruitment services a corrupt practice where high performer from poor families do not expect for any good as key posistions are sold against huge amounts in which beaurocracy and political administration has due share.

GILGIT, November: (Samiullah Khan) A delegation of Contractors association Gilgit-Baltistan met Chief Minister Syed Mehdi Shah to discuss continuous intervention of religio-political pressure groups in development projects in the region. Delegation brought fore many such cases in which projects were left either due to obstacles to release escalation or other issues related to finance. They expressed their serious reservations over the way tenders were offered and approved. " Those contractors having a proven track record were neglected to bestow corrupt ones," said those accompanied delegation. Chief minister assured delegation of immediate action to be taken against those involved in corruption. He listened to their complaints of continuous intervention of reglio-political lobbies and pressure groups at different layers. He ordered secretary works to review all important projects to ensure their proper implementation and in time completion and in case of any irregularity on part of some one to be taken strictly.

The federal Minister for communication has given a fatwa that Gilgit-Baltistan does not qualify for Royalty on Bhasha Dam, for Royalty is paid to a province not a territory that lies outside of the jurisdiction of the constitution. The minister further has boasted that the fate of the people of Gilgit-Baltistan would radically change in the coming decades.
Like most of the grandpas who always have bucketful of jokes to please the innocent kids, the federal pundits have great constitutional explanations to legitimize their injustices and to turn down the rights of the people. They always have been hungry for power and resources and have never been ashamed of repressing the weak. This has been witnessed for decades in this relatively lawless country.
Gilgit-Baltistan is contextually a weak territory and the pundits at Islamabad have gauged the weak nerves of the people of Gilgit-Baltistan in the last 63 years. They know about this blasé nation which has been leniently living in the fantasy of packages, executive orders and support programs. An excessively harmless nation that believes in the stroke of the pen rather than the smoke of guns has got nothing to prevent any external strategic and economic venture — they know it. They have found us trained subjects to their courts. They are aware of the comfort we have in their loyalty. They know the fact that we take pride in dusting the welcome mats of Wattos, Chaudries and Gojars of Lalamusa. So why should they hesitate to pass their time playing around us and leech the great strategic and economic gains from the soil that belongs to none but the people of the region.
So we do not qualify for the royalty? Bravo! Loot whatever you find in my house to feed your kids and pay me nothing, for your family rules does not allow to do so? Where did you get the sort of constitution that allows encroaching and confiscating somebody’s property and limits rewarding and compensating for what you exploit? You must be playing with the emotions of the people of Gilgit-Baltistan as usual.

May be Mr. Arbab is a candid gentleman, surprisingly upfront to call spade a spade that Gilgit-Baltistan is a deprived and politically orphan territory where neither the constitutional regulations can be imposed nor the residents can be expropriated from their own resources. But he seems to have no problem dynamiting somebody’s yards to feed his voters in Punjab and Khybar Pukhtoonkhwa. Thus his candidly posed personage is unverifiable.
A snagging question: why don’t they make Kalabagh Dam, a giant feasible project in their own province? It can irrigate their fields, quench their thirst and protect them from the devastating floods in much better way than Diamer Dam. Well, Raja Perveiz Ashraf has announced that “opposition from Khyber Pakhtunkhwa, Sindh and other stakeholders, the project was no longer feasible” There you go; they do not want to displease their voters. They instead would snatch from the weak. They would loot the unattended free stuff like Bhasha or Sadpara, pretty simple.
It is, however, ruthless to blame the constitution for everything that represents an ill intention. Gilgit-Baltistan has a great respect for the constitution of Pakistan not because it is their constitution but because they do not have one like that. There are people in Gilgit-Baltistan who read the constitution of Pakistan, despite the fact that it is not binding on them. About the matter under discussion, article 161. (1) of constitution of Pakistan says, “Notwithstanding the provisions of Article 78 the net proceeds of the Federal duty of excise on natural gas levied at well-head and collected by the Federal Government, and of the royalty collected by the Federal Government, shall not form part of the Federal Consolidated Fund and shall be paid to the Province in which the well-head of natural gas is situated.”
Sub Section (2) further states, “ The net profits earned by the Federal Government, or any undertaking established or administered by the Federal Government from the bulk generation of power at a hydro-electric station shall be paid to the Province in which the hydro-electric station is situated.”
This, perhaps, is being referred by Arab Alamgir. It appears the article does not prevent to give royalty to the people of any territory where the resource is extracted. It, rather urges on the correlation between the natural resource and the original ownership that would be entitled to the royalty. Disproportionably focusing on the word, “Province” in the constitution entails a greed, ill-intention and injustice. If constitutional experts take the province as it is, then the acquisition of land from a territory other than the province would be unconstitutional. It is the same constitution that stresses on the word “Province” when it allows acquisition of land for federal purposes. Article of 152, under the head “Acquisition of Land for Federal purposes” sets out that “The Federation may, if it deems necessary to acquire any land situate in a Province for any purpose connected with a matter with respect to which [Majlis-e-Shoora (Parliament)] has power to make laws, require the Province to acquire the land on behalf, and at the expense, of the Federation or, if the land belongs to the Province, to transfer it to the Federation on such terms as may be agreed or, in default of agreement, as may be determined by an arbitrator appointed by the Chief Justice of Pakistan“ Which article is being followed; the first one about royalty? Or the later about transferring the land on the terms agreed upon, determined by an arbitrator or Chief Justice of Pakistan?
Apparently no constitutional guidance is being followed but a word of choice (Province) that creates confusion and ambiguity paving the way to grab the free stuff, is being used to befool the innocent people of Gilgit-Baltistan. If a constitution deprives someone of his rights (as Mr. Arbab states, it does), it is a constitutional error. It should be fixed before someone starts digging around holes. The government of Pakistan got UK work permits to thousands of the people of Dadyal and Mangla to reciprocate their deprivation. As a result, most of the Pakistani community in UK belongs to Mirpur, Mangala or Dadyal who have a fair role in influencing the Kashmir cause internationally. One of them recently threw his shoe at the face of President of Pakistan in Birmingham. Is there any plan to accommodate any of the Chilasies or people of Diamer in the similar fashion? Who will guarantee to compensate adequately for the loss of businesses in the area of Bhasha Dam? Would the people of Gilgit-Baltistan be given free electricity forever?
Is there any plan to provide the best free water supply system in Gilgit-Baltistan and who will guarantee it? What employment (top to bottom) quota has been agreed upon in this project for the people of Gilgit-Baltistan? This is a right time for the people of Gilgit-Baltistan to thoroughly determine and address the core concerns related to the project. The royalty denial issue should be taken seriously and be addressed promptly. Can a country construct dams in an internationally disputed region, is a question of great concern too. All the modern economic deals and projects are undertaken by the parties with the simple WIIFM (what is in it for me?) premise. The people of Gilgit-Baltistan should be conscious of their rights and interests. They should maturely react to what is being said or done against their interests.Sitting cross-legged like very nice kids has so far earned us nothing but deprivation. We should at least nudge each other to save something for our future generations. The future of our generations wholly and solely depends on the energy resources and the strategic competitiveness.
There is a big talk about the new great game in the region. We have to decide whether we want to be a party to the deal or a sandwich. Remember; most of the external activities in the region would be undertaken in a camouflaged style. “The destiny of the people of GB would be radically changed” is a peace time card stalking propaganda. Whispering no royalty means to serve a bitter appetizer.

Addressing to the participants of white cane safety day, here at Gilgit he said that handicapped people were no more a burden, rather, he said can play their role in the transformation process towards a healthy and just society where individuals are respected for their talent, merit and skill not for physical features. He pledged to pay special attention to the improvement of special education department to facilitate handicapped people.
A special awareness walk was arranged on Thursday from Heli Chowk to Lalik Jan Shaheed footbal stadium to mark white can safety day. Dozens of government officials, handicaped students, social activists and common people participated the walk to show sympathies with impaired persons.

The tendency is the result of multifaceted factors: low quality in first hand wear items due to increase in production costs, higher prices than lowering income brackets, dual brand items with the same label and least appeal to mountainous zest. While, public interest in second hand items, mostly imported from China can be traced in their durability, low prices and suitably designed for mountain communities.Chines products with lesser prices have dominated most of the markets from fabrics to general items, leaving products of foreign countries, and even Pakistan in hot waters.

Governor Baig wants dams in Gilgit – Baltistan

ISLAMABAD, Oct 30 (APP): Acting Governor Gilgit-Baltistan Wazir Baig called on Federal Minister for Water and Power Raja Pervaiz Ashraf here on Friday and congratulated him on getting funds from America for Sadpara and Diamar Basha dams.Wazir Baig was accompanied by Deputy Speaker Gilgit-Baltistan Assembly Jameel Ahmad.
He also asked the minister to hold talks with China for completion of Bonji dam. He said the timely completion of those dams would not only facilitate the people of Gilgit-Baltistan but would also help meet power shortage in Pakistan. The Acting Governor said that efforts should also be made for getting funds from Asian Development Bank for Hassan Abad, Hunza Power House. He said the Power House besides providing electricity to the local population would be a source of facilitating tourists. The minister assured him that the Pakistan government would make all-out efforts to address the genuine demands of Gilgit-Baltistan people.

GILGIT, October 01: Being a politician, I do not follow any religion and every one has ventured to defame me by slinging mud over me saying I am incompetent; i accept I do but not like those who were involved in anti social activities like smuggling. These views were expressed by Chief Minister Gilgit-Baltisan Syed Mehdi Shah while talking to media persons after the convention of Pakistan Peoples Party (PPP) Gilgit-Baltistan chapter. He claimed that retired government officials who got prosper with the support of Quid-e-Awam Z.A. Bhutto were working against the interest of current PP regime saying few elements want me to grapple with others unnecessarily. He said that the new governor of Gilgit Baltistan should neither be a follower of Sunni, nor Shia not Ismaili school of thought rather he ought to be a PPP jiala.
He said those who criticize on PPP led government both in center and Gilgit-Blatistan were the products of opportunism saying those who entered in government services as grade one retired as the head of their department due to patronization of Qaid-e-Awam Z.A.Bhutto who followed the poor friendly policies to manifest his 'Rotti, Karpra, Makaan' slogan. " Few people also want to get me involve into unnecessary mazes to prove me incompetent and create an excuse to redeem self governance package for the empowerment of the region. He criticized former regimes for neglecting of masses of across the region saying within a tenure of three years our party leadership including Prime Minister visited Gilgit-Baltistan thrice specially to Diamer where none of any former premiers ever been. He said that his party would support their dyehard workers in appointments keeping in view the requirements and skills. Wazir Baig takes oath as acting governor of Gilgit Baltistan

ISLAMABAD, September: (APP) Speaker of the Gilgit-Baltistan Legislative Assembly (GBLA) Wazir Baig here on Monday took oath as the acting governor of Gilgit-Baltistan. Chief Justice of GB Supreme Appellate Court Justice Muhammad Nawaz Abbasi administered oath to the acting governor at a simple but an impressive ceremony held at the GB House.
The ceremony was also attended by Chief Minister of GB Syed Mehdi Shah, members of GBLA, ministers and other senior officials of the Gilgit-Baltistan administration.
The seat of governor had fallen vacant after the demise of Dr. Shama Khalid.After being sworn-in, Wazir Baig talking to media vowed to make all-out efforts for the socio-economic development of the area and welfare of its people.
He informed that GB has not only the potential to meet electricity requirement of the area but the entire country, stressing the need for exploiting the resources of hydel power generation to meet the energy shortages.
The acting governor said the GBLA has already taken special measures for maintaining peace, brotherhood and sectarian harmony in the area.In this regard, he said a committee has already been in place to achieve this objective as promotion of tourism and increased investment is very much inter-linked with improved law and order situation there.
He said the committee is interacting with Ulema and religious scholars belonging to different schools of thought to ensure harmony among various faiths and sects.Wazir Baig said the GB Legislative Assembly and its administration are in constant touch with the federal government for early rehabilitation of the flood-affected people of the area.
Chief Minister of Gilgit-Baltistan Syed Mehdi Shah in his brief remarks on the occasion welcomed the appointment of Wazir Baig as acting governor and said “Mr. Baig is a seasoned and visionary politician and capable enough of resolving the problems being faced by the area.”

We, Pakistanis, always blame our politicians for being corrupt, when we, ourselves, are no better than them. Truth is, we might even be worse. They are not to be blamed for what the country is facing, well, they are not the ONLY ones to be blamed. We are part of it as well.
I never pondered over this until a couple of days back, I did not even ponder over those affected by the flood. Yes, it is true that when I enjoyed all my luxuries, I did not, even once, not that I remember, think of them. I did, however, think of all the people who conned money out of the Pakistani citizens by saying it would all be donated to the flood victims. What happened with the things that we donated, none of us know (not including those who went themselves).
The point is that this ‘crime’ or ‘sin’ was not only committed by adults, but young people as well. School going kids, in fact. Fourteen and fifteen year old Pakistani youths have conned their school mates. This happened at my own school, where those of the most wealthy families study. For practicing such an act, one must be truly heartless.
The reason they did this is because adults were doing it, they were only following their example. For those who sit back and are not doing a thing about it, I should only mention that you are as huge a part of this sin as the rest. To those youths who did this, you are not children anymore, you are mature, you know what is right and wrong, and this act does not make you ’smart’ for conning money out of those younger and older than you. You are only foolish, to be walking in the steps of your own enemies. For following the footsteps of those more foolish than yourself.
Furthermore, I would only like to add that you are no better than the politicians you pretend that you hate. Yes, you only pretend. You are no better than them.-Aaj Tv

SHISHKAT, September: The constant observation of continual intensive sub-terrain sounds in Shishkat village and outskirts has served to create panic among the residents. According to the local population, heavy underground sounds were being heard during midnight, leaving people in fear and uncertainty. Afiat Khan, a resident of Upper-Shishkat (locally called Dal-Dus) while talking to Voice of Hunza said that the locals especially woman and children were largely affected psychologically. DIAMER, (APP): To bring Babusar Polo festival at par with Shandur festival, the Gilgit-Baltistan (GB) government is planning to utilize all available resources efficiently.
The decision came after the GB government decided to pull its team out of the Shandur festival, following a boundary dispute between it and Khyber Pakhtoonkha.
“After boycotting the Shandur festival, it has become the prime responsibility of the government to promote Babusar festival,” said Deputy Commissioner (DC) Subtain Ahmad while chairing a meeting here Wednesday, to overview the arrangements made for the festival.
It is pertinent to mention that Babusar event is fast becoming a permanent fixture in GB sports calendar. The festival has been taking place, in August every year, since 2007. A free-style polo tournament is played at 13,812 feet above sea level at Babusar Pass which attracts a large number of polo lovers along with tourists.
The main features of the festival, other than polo, include tent-pegging, tug of war, photo exhibition, paragliding, gemstone and handicrafts exhibition, trekking, horse riding and camp fires.
The DC has directed the district administration to make Babusar accessible for the tourists, as roads are often blocked by heavy snowfall in winter and remain closed till September.
He mentioned that the Babusar-Chilas road would be opened for traffic in a day or two.

Goods’ transit allowed through Khunjrab border

ISLAMABAD,July 23: The government of Pakistan has allowed transit of goods to Afghanistan through Khunjrab border under the new Afghanistan-Pakistan Transit Trade Agreement (APTTA) which may require extra precautionary measures to avert smuggling during transportation of goods through Pak-China border.
Sources told Business Recorder here on Monday that the Customs Protocol-I of the new agreement has permitted transit of goods coming through Sust customs station which is an unusual development under the new agreement. The transit of Afghan goods through Pak-China border has never been allowed in the past on the assumption of illicit trade through Sust land port.
The officials of Commerce Ministry and the Federal Board of Revenue (FBR) strongly contested the provision to allow transit of Afghan goods through Sust border due to the higher possibility of smuggling of goods. The government must take necessary precautionary measures to avoid incidence of missing containers or offloading of goods during transportation process. The smuggling of Chinese goods through Sust border is already a major issue for the Pakistani authorities, whereas provision of Afghan transit goods through Sust customs station may increase smuggling manifold. Despite serious reservations of the Pakistani authorities on the issue, now the Afghan transit trade can take place through Pak-China border.

Another strong apprehension is whether the APTTA goods coming from Pak-China border would reach their destination in Afghanistan or Chinese goods under the garb of APTTA would disappear during the transportation process. In 1965, when the Afghan Transit Trade Agreement was signed, there was no Sust customs check post. However, later this provision was never incorporated in the ATTA in view of possible misuse of the facility at Pak-China border.

Informed sources revealed to this correspondent that the distance between Karachi – where Afghan goods are offloaded – and Afghanistan is 900 km while the distance from Karachi to Sust border to Afghanistan is 1,200 km. Hence, using Sust would not be economically viable for the Afghans.

Sources further said that the Afghan government has not accepted restrictions on transit of goods at check posts to contain cross border smuggling. Pakistani authorities strongly pursued their case to allow transportation of goods under containerised cargo as it would not only check offloading of goods during transit process, but also ensure that seals could not be broken. Secondly, containerised cargo is not in loose form eliminating apprehensions of smuggling or offloading of goods during transportation process. The containerised cargo directly coming from the shipping lines is the safest way to control disappearing of goods during transhipment process.

At the same time, the new agreement has also permitted transit of cargo to Afghanistan in sealable trucks. As compared to containerised cargo, there is a greater possibility of opening of sealed trucks. This would also increase chances of offloading of goods during transportation of goods in loose cargo.

Sources said that the record note signed between the Commerce Ministers of the two countries has amended the existing APTTA by extending the period of transport from one year to three years.

Under the new agreement, oversized and bulk cargo (not imported in containers like ship load), shall be transported in open trucks or other transport units and exports of perishable goods in transit (like fruit and vegetable etc) shall be in open trucks or other transport units. The facility of export of perishable goods in transit was already allowed under the previous agreement. Therefore, it would not have any negative impact on Pakistani trade.

Sources said that presently most of the consignments destined for Afghanistan are in containers. Under the new arrangement, a major proposal of the Afghan side, to allow transportation of the transit goods using sealed trucks has been accepted. From henceforth transit goods would be allowed to transfer from the containerised cargo to ‘closed trucks’ covered with some kind of seal.

However, specifications of such seals have yet to be worked out by the both sides. The government of Pakistan has to initially allow hard top closed trucks. The specifications of trucks are needed which are internationally acceptable for transportation of transit goods.

However, such ‘closed trucks’ can not be sealed like containerised cargo. This may increase the chances of disappearing of goods during their transportation to Afghanistan. Sources said that it is yet not clear what kind of internationally acceptable seals would be used for the trucks. The concerned authorities have to carry out studies to identify the exact quality of trucks permissible under the transit system.

Sources said that Afghanistan has not accepted many proposals that were designed to check unauthorised flow-back of goods to Pakistan. On the other hand, some proposals of the customs department have been accepted in the Customs Protocol of the new agreement. It has been agreed that the Afghan transporters would provide bank guarantees for transit goods as well as financial securities for Afghan vehicles. The bank guarantee would equal the value of transit goods.

If Pakistan does not receive cross border certificates, as per timeframe to be agreed, the bank guarantees would be encashed. The Afghan side also agreed subjecting Afghan imports to opening of letter of credits (LCs) at Kabul and not in Pakistan. The Afghan side has to submit the copy of the goods declaration (GDs) of the transit goods for cross border certification that the goods have actually crossed the border and reached Afghanistan.

It has been agreed to check the issue of unauthorised trade by installing tracking devices on the transport units. The mechanism to install tracking device is yet to be devised by the Pakistani side as a foolproof system is needed to be monitored by the customs department of both the sides on 24-hour basis. The major issue in installation of the tracking devices is that such devices must be installed on vehicles in use by both the countries. The Afghan vehicles coming to Pakistan should be required to install tracking devices on their vehicles.

Sources stated that one provision to check smuggling has been included in the agreement which is to provide encashable financial guarantees through authorised brokers on Afghan transit goods for an amount equivalent to the import levies of Pakistan which shall be released after the goods cross the border. However, most of the proposals of the Pakistani side to check smuggling have not been incorporated in the new agreement. For example, Pakistan had proposed drafting of a ‘sensitive list’ of items to check smuggling of those goods which are not being consumed in Afghanistan. Secondly, Pakistan had also proposed to draft a negative list of major smuggling-prone items. Both these proposals have not been accepted by the Afghan side.

Another important proposal was to bring customs tariff of Afghanistan at par with the Pakistan Customs Tariff (PCT) to increase duty on items imported by Afghanistan. As an alternate proposal, rationalisation of tariff was also proposed, but was rejected by Afghanistan.

Afghan side has also rejected a proposal of the Pakistani side to collect customs duty on the import of Afghan cargo at Karachi Port and later transfer the collected amount into the relevant bank account of Afghan government. Secondly, Afghan government has also not accepted a proposal of the Pakistani customs department to chalk out a list of major smuggling prone items to check smuggling under the transit trade facility. Thirdly, the Afghan side is also not ready to expand the existing ‘negative list’ with the argument that such ‘negative list’ has no relevance in checking smuggling. Fourthly, Afghan authorities have also rejected the condition to allow transit of goods based on quota restriction. Fifthly, Pakistan’s proposal that the transit of goods should be allowed taking into account the actual consumption of the goods in Afghanistan has also not been accepted by the Afghan side.

Sources said that the new agreement has allowed Afghan drivers to enter Pakistan without visa. This was strongly objected by the Pakistani authorities, but to no avail. Under the new agreement, both countries have decided that the drivers and cleaners shall be allowed to cross border on permits, identified by the biometric device installed at the entry points that will be established by the two countries. In case of failure to agree on a common name of third arbitrator, two names of non-nationals and non-residents shall be proposed by each side. The third arbitrator shall ,be selected by drawing lots from the four proposed names.

Under the new agreement, both the sides have agreed that Pakistan will facilitate Afghan exports to India through Wahgah. Afghan trucks will be allowed access on designated routes up to Wahgah. Afghan cargo will be off-loaded on the Indian trucks back to back at Wahgah. No Indian exports to Afghanistan will be allowed through Wahgah at this stage.

A woman found dead beneath Nasirabad bridge;

HuNZA,July 12:A body of around 40 years old woman was found dead beneath Nasirabad (Hindee) bridge here at 10.00 AM on Wednesday. According to police sources, laborers working on Karakorum High Way (KKH) expansion project informed nearby police personnel deputed at bridge about the presence of a body of any woman along the shores.

Police took the body and rushed to the civil hospital for necessary medical examination. According to Station House Officer (SHO), Aliabad the corpse is around five days old as her cloths were in safe condition. " We are still not came to conclusion to term it a murder, yet possibility of such an attempt can not be denied, " he added. Public were informed who kept on visiting for identification throughout the day at civil hospital premises.
The deceased, around four and half feet high, wearing a colorful string round her neck seems Chinese like in her appearance.No one has identified her as their kith and kin so far. The Medical Officer, civil hospital Aliabad, Hunza, in the view of postpartum report,said that the deceased has died of drowning saying still it was unclear whether she attempted a suicide, fell into river or was forced to jump into." There is not a single sign of external torture or injury on her body to assume it murder case," said the police sources.
People residing near the shores of Hunza-Nagar river including those whose kith and kins still not recovered from in Attaabad catastrophe also continued visited hospital on across the day. Finally, the deceased was buried in Aliabad graveyard on Monday's late evening due to failure in identification and cooling facility to await kiths for a long time.

Altit bridge expansion work goes slow

HUNZA, Altit, July 14: The expansion work over Altit bridge is slow than was expected by the public. According to the details, the work over expansion of the bridge joining Altit with Mominabad is being suffered of slow pace of work.

The bridge over only truckable road to this main town in Central Hunza was partially carpeted and rest of the dilapidated road is covered with stony cross sections and ditches. Strikers vows to continue strike till acceptance to their demands for revised compensation; half of Attaabad ready to slid down

HUNZA, Attaabad, July 12: Internally Displaced Persons (IDPs) of Attaabad and Sarat village, who after spending around four and half months finally compeled to risk their lives, gathered near blockade and on strike against governments's negligance in rehabilitation process. Around 310 IDPs including male, female and children have established protest camps.
Protestors blocked the temporary jeepable road to the Western facade of the blockade and commuters stranded virtually on both sides who later returened to from they came.
According to the Secretary information of both disaster hit places, Safdar Ali told VoH via telephone that affectees have planned to continue their strike until and unless government does not show its willingness to accept their demands of immediate rehibilition. " Mere a compensation of 600,000 rupee for every household is insuficient to buy and build and new shelter somewhere in the region," he maintained. Contineous rock fall and potential land failure engulfed region in fog for last four days thus created hurdles for boat service. Consequently, authorites suspended boat service to upstream.

300 IDPs entered into red Zone of Altit camp

SKARDU, Jul 13 (APP): As many as 300 IDPs (Internally Displaced Persons) of Hunza entered into red zone of Altit camp through local wheel chair with rope to cross the river. “The areas which were declared most dangerous six months before will be now the residing areas of IDPs,” they warned the government. The government should take actions to get these IDPs, back from the red zone, otherwise any unhappy incident can be occurred.
The IDPs said in case of happening any unhappy incident government would be responsible.

Tempering With The Name of Attabad Lake?

HUNZA, July 13:The question ,Would it be Attabad Lake or Gojal Lake? raised due to a recent attempt of tempering the name of Attabad Lake as Gojal Lake by one of the local media blog.When 20 people of Attabad (in majority Childern, women and elderly) lost their precious lives and the whole villages of Attabad and Sarat devastated due to the disastrous land sliding, it formed a lake on the Hunza River by blocking it. The water stretched upstream of the lake to Gulmit in Thesil Gojal-Hunza. Due to the increasing level of water which is measured more than 350 feet at depth and 32 KM of length has submerged villages of Ayeenabad, a major part of Shishkat and portions of Gulmit and Hussaini.
Due to the loss of 20 precious lives which has ruined lives of many families in the village of Attabad and Sarat in an irreparable way just in a few moments has shocked the whole world, particularly people in Hunza-Nagar, Gilgit-Baltistan, community and humanity world over. Although people have lost their homes, lands, orchards and other belonging established and constructed over generations but the cost of 20 human lives are no comparison to what material cost has been. The world realized the grief and sorrow of the people of Attabad and families who have suffered heavily due to the affects of sudden demise of the 20 precious lives of loved and dear ones in Attabad. The lake which formed at the cost of the lives of 20 people was named Attabad, and in the foundation of the lake the lives of 5 people who were initially declared missing now for sure have become part of the foundation of the lake as yet they are not traceable, made people to name the lake in memory of 20 people who have lost their lives as ‘Attabad Lake’.
It was stunning to see recently in a local blog the lake was tried to be named as ‘Gojal Lake’. Many people think, why does this blog has attempted to temper with name of Attabad Lake? What is the purpose of this tempering act? While media world over is so much sensitive to the human lives. By tempering the name of the lake, it seems that the said blog has not considered the extent it would be hurting the feelings and emotions of the family members of those 20 people who died due to the Attabad Land Sliding including children, women, elderly and men.

Shandur festival: Polo on the peaks

CHITRAL, GILGIT-BALTISTAN,Shandur, July 09: Every year, polo matches used to play on Shandur pass, world's highest polo ground that stretched at around 3700 meter high above sea level at the junction of Himalayas, Karakorum and Hindukush have been center of attention across the world.

According to the historians, the festival that dates back to around mid ninteen thirtees when polo matches between different areas of the region were held from first week of July on annual basis. ccording to the statistics available, more than ten thousand polo amatuars attended the festival last year. Yet, due to claim of Khyber Pakhtoonkhwa province of having Shandur its integral part and opposition of Gilgit-Baktistan against the claim has soured the thrilling environment of the event. Chief Minister, Syed Mehdi Shah and other public representitives have slamed Khyber Pakhtoonkhawa's baseless claims and boycotted the festival as a protest over the silence of Islamabad over the issue. Consequently, the row between Gilgit-Baltistan and Khyber Pakhtoonkhwa has deepened creating trust deficiet and lack of cooperation between both the arms.

Speaker asks more boats for Gojal

SKARDU, Jul 06 (APP): Speaker Gilgit-Baltistan Legislative Assembly (GBLA) Wazir Baig asked Hunza administration to increase the number of boats to carry people between Hunza and Gojal. Talking to APP here Tuesday Deputy Commissioner (DC) Zafar Waqar Taj said Wazir Baig issued these directives after hearing complaints of those affected by the Ataabad lake. The speaker visited the area to inspect relief efforts being extended to displaced persons.
About 20,000 people had been rendered homeless as a result of the formation of artificial lake. The speaker visited various wheat and grain depots in Aliabad and Altit to check the quality and quantity of stock at hand. The speaker was informed that food stock worth at least two months was available in warehouses for victims of Ataabad lake disaster.
Meanwhile, DC said water level in the lake was decreasing gradually. He said outflow of water was recorded at 15,427 cusecs while inflow stood at 14,900 cusecs. “The water level in the lake has decreased by three inches in 24 hours,” he added.

Dasu Tourmic- gradual slop failure poses potential threat to settlement

Police, respectively. All procedures bear the former name despite the claims of PPP led government for implementing all ingredents of the self rule governance order 2009.

It is a good example to portray the speed of the implementation of reform initiatives made by any regime partly due to lack of political will to deliver according to the peoples' expectations as well as accumen and administrative inefficiency.

Authorities bow before pressure; relief items shifted to Shishkat

HUNZA, June 08: Following the agitation and media coverage resulted to get the authorities ready to shift perishable relief goods to Shishkat, Upper Hunza village that stranded for more than a week on pretext of bad climatic conditions.


Faqeer Khan, contacted VoH on Monday, criticized electronic media for focusing on College ground helipad and neglecting certain other points namely Deedargah helipad, being used for the transfer of relief goods via Army helicopters.

HUNZA, GOJAL, NAGAR, GILGIT,JUGHLOT,CHILAS, June 05: According to the statistics provided by the authorities, around twenty thousand Internally Displaced Persons spent another day in the eyes in tents of temporary relief camps, arranged at Hunza, Gojal, Nagar, Gilgit,Jughlot and Chilas, due to heavy rain pour across the region.

Internally Displaced persons who have been shifted to temporary relief camps at comparatively safer places were now on mercy of natural forces like rain.

Blocked water has entered into few tents of Gulmit village while the rain water has reportedly entered into some of the camps in down stream areas. Expected affectees of Salman Abad, shifted at Girls Inter College, Karimabad complained for substandard food being provided by Baitul Mall Pakitan, by unprofessional persons who were neglecting hygienic principles. Shahid Karim, an IDP said that pots in which food was being served were not washed properly. Besides, rain water was constantly pouring into cooking meal as the kitchen was arranged in an open tent premises. Affectees has demanded of government to ensure hygienic food to avoid food poisioning that may cause to make many ill.

Down stream Markets bared for last two days

H, Nagar, May 31: Down stream Markets remained bared following the apprehensions of release of huge quantity of water mounted in Hunza-Nagar district. Big banners prohibiting approach to areas like Lower Ganish and Garelt in Hunza and Skandarabad, Juttal and outskirts in Nagar has created a strange feelings among the masses.


Markets in the district remained almost without customers from dawn to night.


On the other hand, suspension of transportation from Hunza to Gilgit and expected fuel shortages have also disturbed the public transport running from Aliabad to different areas; public either used their own vehicles or relied on pedestrian walk to get their destinations.

Four People died, twenty still missing in Baltistan

BALTISTAN, May 30: Four people were killed by an avalanche Baltistan on Saturday, where as 20 people are still missing. At Hussaini Top an avalanche hit a group of 20 people when they were traveling on foot from Gulteri to Torghun. The team of police and scouts were dispatched to carry out rescue operation. Fida Ali a former District Councilor said that due to the difficult terrain and heavy snowfalls there are very low chances of the people to survive. He further stated that helicopter service should be provided to rescue twenty precious lives, Gilgit Baltistan Times reports.

IDPs critcise regional political leadership for lethargic role

Presenting the charter of demands in the public gathering at Altit, Hunza, Mr. Karim during Nawaz Sharif's recent visit, said that it was partly due to lack of proper reporting and communication of regional government with national government that Prime Minister came here for a mere visit without any special financial package to get people out of troubles. He said that despite of announcement of any new package, they still expect for a positive developments from national government in terms of any comprehensive package. Lacking any alternative source of income, on either side, neither from agricultural nor trade activities, already being suffered on account of land slide disaster have left them without work. Where, the population of Upstream areas like Shishkat, Ayeenabad, Gulmit and Gulkin especially those along the river are struggling for their lives, save property damage have an ambition for proper compensation which seems a hard task for authorites which took more than two months to process the move due to their lethargic and non serious attitude. Simarly, those who are settled in down stream areas right from Ahmedabad have also lost peace of mind following a hipe of outburst of the naturally formed lake in an undefinite time line. Consequently, affectees with the support of masses and civil society members resorted to agitation for the fulfillment of announcements made by the regime during last two months. Obviously,despite of frequent visits of Speaker Wazir Baig, technocrat Mutabiat Shah and Chief Secretary Gilgit-Baltistan along the heads of concerned departments served to bring little good rather a trailer being played to tempt spangle eyes of public.
There are certain reservations and claims regarding the authorities on part of regional political administration even under the new province like set up. Despite of claims of current regime, that implies for greater authority delegated by center on pattern of provinces,some people still argue that in reality the region is governed via triaka: Minister Kashmir Affairs, FCNA generals and Chief Secretary Gilgit-Baltistan who run the population like cattle.

HUNZA, Attaabad, May 23: With every passing day, increasing water level is submerging rest of land properties of Shiskat, Ayeenabad, Gulmit and Gulkin settlements, land slide spawned-lake is about to force water via spill way made in the middle of blockade area on site at Attaabad limits. According to reliable sources, only fifteen feet remained for overflow of water.

Seepage points have developed below the spill way where water is releasing at 0.23 cubic meters per second, on left margin with bit more quantity on the right side many points are about to allow seepage by erosion. On the other hand, Western bank of the lake was declared by authorities as prohibited zone, saturated with mud and ditches.

PM pays visit to Hunza, problems of IDPs to be addressed soon, says Gilani

HUNZA, Altit, May 22: Syed Yusuf Raza Gilani Prime Minister, Islamic Republic of Pakistan has siad that my presence among the affectees is evident of government's vigilance on challenges posed by blocked water at Attaabad village.

HUNZA: Prime Minister Yusuf Gilani is speaking to the affectees and general public. Governor doctor Shama Khalid, Mian Manzoor Watoo, minister Kashmir affairs, Chief minister Syed Mehdi Shah, Wazir Baig, Speaker GBLA

He was accompanied by governor doctor Shama Khalid, Mian Manzoor Watoo, minister Kashmir affairs, Chief minister Syed Mehdi Shah, Wazir Baig, Speaker GBLA and other officials. Speaking to the affectees of Attaabad
and Sarat village, here at Altit,on Friday he said that current region came to power with the support of poor of the country and will continue its tenure. He praised the volunteerism of the local and their contribution to relief work. Appraising the role of NDMA and FWO, he said that these are more efficient organization in turbulence saying he has no words to give tribute to them for their dedication for more than three months. He said that land slide affectees will be compensated soon saying few differences in measurements have delayed the compensation process. " While those, who lost their properties in blocked water will be compensated after proper assessment," he added. He directed GB administration, to complete compensation process within a week.
Mr. Gilani did not make any new announcement except giving directives to implement the previous announcements soon. This made many disappointed who waited for any new additional announcement to facilitate affectees on both sides.
